Tier II Program Reporting Requirements
Phillips 66 requires suppliers who participate in the Tier 2 Program to submit their performance reports detailing diverse vendor spend that can be associated or allocated to the goods and services provided for Phillips 66. The following supplier classifications are accepted by Prime’s reporting region:
Reports must be submitted quarterly on the following dates:

- ALASKAN NATIVE CORPORATION (ANC)
- DISADVANTAGED BUSINESS ENTERPRISE (DBE)
- ECONOMICALLY DISADVANTAGED WOMEN OWNED SMALL BUSINESS (EDWOSB)
- WOMEN OWNED SMALL BUSINESS (WOSB)
- 8(A) SMALL BUSINESS (8A)
- AIRPORT CONCESSIONAIRE DISADVANTAGED BUSINESS (ACDBE)
- SELF-CERTIFIED SERVICE DISABLED BUSINESS (SC-SDB)
Reports must be submitted quarterly on the following dates:
- Quarter 1 (January 1 - March 31):
- Period opens April 1st
- Reports due by May 15th
- Quarter 2 (April 1 - June 30):
- Period opens July 1st
- Reports due by August 15th
- Quarter 3 (July 1 - September 30):
- Period opens October 1st
- Reports due by November 15th
- Quarter 4 (October 1 - December 31):
- Period opens January 1st
- Reports due by February 15th
